Welcome to Hayden Island, Portland’s only island community. The Hayden Island Neighborhood Network (Hi-NooN), is the officially sanctioned Portland Neighborhood Association.

Though Hayden Island is a neighborhood in Portland, it also is a natural divider between Portland, Oregon and Vancouver, Washington, Hayden Island sits between the main channel of the Columbia River and the boat and water sport intensive North Portland Harbor.  Hayden Island is the backdrop for the annual Christmas Ships, Fourth of July fireworks display and non-stop maritime and river-based living.  A place to get away from it all by just being home.

Hayden Island: A Great place to live!

Hayden Island, with a population around 3,000 full time residents, features six boat marinas, multiple condos and apartments, a large manufactured home community, and four floating home moorages. From Alder Creek’s Kayak & Canoe rentals on Hayden Island, it takes 3-4 hours to paddle around the island.

Hayden Island is a wonderful mixture of tax free shopping, light industry, office and retail, restaurants, hotels, condos and apartments, the largest complex of yacht moorages on the Columbia River. Past the railroad bridge, one mile west of I-5, the island features 800 acres of undeveloped natural preserve, owned by the Port of Portland.

Hayden Island has had different names through history:  e.g. Menzies Island and Painted Image Island.  And for a time, both Hayden Island and Tomahawk Island were separate islands, until that morphed into just Hayden Island when dredge material was deposited between two land masses. 

Bridgeton, our closest neighbor, is on the south levee. It’s the city’s smallest neighborhood with about 1,000 residents living in houses, apartments, condos and houseboats, but good things come in small packages.

We’re both close to the Portland Expo Center, where the Max train terminates, and the Portland International Raceway (PIR) and the Delta Park shopping Center.

Kenton, home of Paul Bunyon is 2 miles south. Delta Park, formerly known as the city of Vanport, was the state’s 2nd largest city, but wiped off the face of the earth by a flood in 1948. The Owens Sports Complex includes seven softball fields, nine soccer fields, and a concessions building.

There are 45 miles of levees in Multnomah County located along the Columbia River. Marine Drive, which connects with PDX, is built on a levee which are earthen berms that reduce the risk of flooding during high-water events. They also make good bike paths.

The IBR project has been asked by advisory committee members to make public comments available in real-time, but has declined to do so.

Just Crossing Alliance is providing a comment form that will both immediately submit comments to IBR and make them available in a viewable archive. Also, unlike the IBR comment form, their form allows attachments.

Replacement of the Interstate 5 bridge is expected to cost $6–$7.5 billion. The project will be funded by:

– Federal funds: $2.1 billion in federal grants have already been secured. The federal government has also awarded an additional $1.5 billion.
– State funds: Oregon and Washington have each committed about $1 billion.
– Light rail: Extending rail to Vancouver is expected to cost $1.9 billion, mostly in federal funds.

Construction is scheduled to begin in late 2025 or early 2026 and is expected to last until 2032.

Tolls on the existing bridge are expected to raise $1.2 billion for construction. Tolls will also provide ongoing revenue for bridge maintenance and operations.

The Hayden Island Neighborhood Network meets the 2nd Thursday of every month. It represents ALL neighborhoods on the island.

General Meetings are held the 2nd Thursday. In-Person meeting will usually be held at either Columbia Point Clubhouse, 233 Hayden Bay Drive, or the South Shore Clubhouse on the West side of the bridge, towards the south, behind Carpet Warehouse. This OCTOBER Hi-Noon is holding a special meeting on Thursday, October 24th at Oxford Suites on the island (12226 North Jantzen Drive), to discuss the IBR bridge proposal — and what we can and should do to express our various interests.
